So I asked this question at the bass forum,here, Nutter told me I should ask you guys. so,

is it possible to make a bass have 2 active internal preamps, one for each pickup? how would you go about this?

Sure, just use a separate preamp for each pickup, and wire the preamp outputs in parallel. You might need to use coupling caps on the preamp outputs, though, to isolate them from each other.

which to be honest, surprised me a lot.

sorry for my lack of terminology, but can you tell me what a coupling cap is?
