I'm kind of a n00b when it comes to theory and more complex scales, so what key/scale would this riff thingy be in?

It has a triplet feel to it if that helps any

Three minor thirds. Not sure what the scale is called but it's not based on a standard Major Scale step patter if that's all you have so far. Looks like a arpeggiated diminished 7th chord if I'm not mistaken.

EDIT which of course would mean a diminished scale either straight Diminished (W-H-W-H etc) or the Dominant Diminished (H-W-H-W-H-W etc)

It looks like it could be based on the E whole-half diminished or E half-whole diminished scales.

Swinging to the rhythm of the New World Order,

It is a diminished 7th arpeggio. It most likely fits into an E diminished scale as Prime mentioned or an F, Ab, B, or D harmonic minor scale.
