Everytime my computer boots up it wont let me go on anything but safe mode, so im on it now with networking. how can i fix this problem? i've tried system restore but its not happening

And does it just not give you the option to boot Windows normally?

Safe Mode With Networking
Safe Mode With Command Script
Last Known Good Configiration
Start Windowsa as Normal

but the bottom two do nothing

I think formatting the hard drive and reinstalling windows would be a better idea...
or scan for viruses using safe mode....

restart and press f8 during boot, before that screen appears, then you should get a slightly different option list, from that list select 'turn off automatic reboot' and then google the error code you get on the blue screen, most likely you've installed something recently which it doesn't like
