Nevermind. You clearly need a Kaoss Pad. because that's hella weak. But it's definitely an electronic effect. So you'd need a spacey pedal. or a kaoss.

but lo-fi is essentially cutting bass and treble and having only mid, or at least that's what I thought. You could always by a Lo-fi preamp and rig it to a pedal, like a rack mount or something. Dunno much about this stuff though, I use a POD X3 for everything I do.

You could probably achieve something pretty similar with an eq pedal with everything else flat, but the bass and low mid frequencies off. A high pass filter, really.
