Looks to me like the first bit is just E Dorian, then the next bit changes to A Minor.

There's absolutely no way of knowing without the backing chords, but chances are it's E minor.

Could you maybe post a GP file or something so we can see what chord each lick is played over? I still stand by what I said, but the chords underneath the lick with the C# could change the tonic and therefore what mode the lick is implying.
