Not askin for myself.

My cousin wants to get into guitar but he only has an acoustic to practice his stuff on.

When I get my Bugera for xmas we're gonna basically give him my old amp and buy him a 100$ guitar (gracious I know).

So what could i possibly get for him for around 100$ that would be okay for him to at least start out on?

I'd say get a Squier Strat, but I'm gonna get flamed for it.
I honestly think they're decent starters.

I wouldn't get the vetta. Probably really cheap quality and material wise. I'd say squier strat or the aforementioned Evo XM seems like a decent guitar to start.

Unlike most guitars in the price range, it's not plywood, agathis or 'solid wood'. I'm not sure how long it'll last, but no guitar in that price range will be amazing anyways.

I wont flame you for it. Squier has really stepped it up in the past few years. Their VM series rivals most fenders.

Edit: Well, the Agiles are pretty good. Douglass is a pain, and SX is just downright terrible. If you want a budget strat, get a Squier.
