Crate Valve series (if you're on a tight budget)....with my rig (DS-1, Double Muff, Jagmaster II) you can get a pretty good tone for street punk, skate punk, hardcore punk, pop-punk/melodic punk, ska, skacore/skapunk...basically most genres that end with "punk" except for maybe crust...

EDIT : didn't properly read...but for 700$...uhhh...maybe something from Orange?

the peavey classic 30 is a very nice option. the crate v-series amps are nice as well, and you can choose between the more brittish style (V-33) and american style (v-50). another thing to look into is the epiphone so-cal head. there are a couple on ebay atm, and you can find them new as well. they seem to have a sound that would work pretty well for punk IMO.
