put new strings on, lighter guages then previous, and it buzzes badly on most of the strings, i raised and lowered them, but it still has fret buzz, is the truss rod the problem?

Yup, you need to loosen the truss rod, and delete one of these threads since you made two.

fret the Low E first fret, at the same time
fret the Low E last fret, where the neck and body meet.

if the string lays on the fret wire there you need more bend.

you can turn Counter clockwise.
you shouldnt force the turn, turn no more than 1/4", that's a very small amount, and leave the guitar in tune, letting it rest for an hour.
remeasure then repost.
