When I play in a key that sounds kinda lame in the lower 11 frets, but warrants usage of the E/A/D strings.

sometimes, i cant say i have never used them. But generally if I'm just messing around i dont go higher than the 15th fret or so

Nah, On bass I go up to the 12th fret, then move on to the next string after that. On guitar I go up to the fourth fret, then move on to the next open string.

No, it's generally not a good idea to use them anyway due to intonation problems and whatnot. It's better to use frets as low as possible (obviously there are a few cases where you'd have to use them, but not many).
