Well it's a custom shop which probably means there are only a few, maybe even one. It would probably be extremely expensive and if you can buy one you would probably have to order it through a licensed Fender dealer.
Uhh, that's just a slogan for their custom shop. I have no clue who owns that guitar though. Really, I think the instantly collectible slogan is BS, but that's me. Same goes for those limited runs. Unique and cool but not really collectible.

EDIT: FWIW, you could probably order the same or a very similar one from the shop unless it's an artist's guitar. (Yeah, dumb policy I know but that's how they run Charvel/Jackson).
