Warmoth, stewmac, guitarfetish, carvin...

Honestly, google. With about 2 seconds of google you really could have found an answer.

Neck thru cuts down the number of places you can get from. The stewmac neck thru is a 25" scale. Not sure the scale on the carvin.

Well.. neck though can be whatever the hell scale you want. It just depends on where you mount the bridge.

^^^No if the frets are measured for 25.5 you cant just make it a 24.75 by moving the bridge.

Well if already has frets, then obviously!

Sorry, I was thinking just the neck....

Most of the premade necks are going to have a fretboard already. I have a stewmac one at the house for a project. Only way to make it a different scale is to remove the fret board and get a different one.

or just buy one with the intended scale...?

it shouldn't be that hard to find a 25.5" scale, really.

EDIT: hop on ebay, search " guitar necks 25.5" "

all sorts of shapes and sizes.

hope that helps.
