Answer; Fast hands and a guitar with the right neck for the right player.

Really, some people think you can only play fast on an Ibanez Wizard neck. I can shred on a tele but I can barely play an Ibanez Wizard profile. Some people like slick necks, and others are better with satin necks. It all really depends on what your hands are likn.

It's mostly preference, but in general when you talk about fast necks you mean thin necks such as ibanez. But like I said, it's almost completely down to personal preference.
The very existence of flamethrowers proves that some time, somewhere, someone said to themselves, "You know, I want to set those people over there on fire, but I'm just not close enough to get the job done.

+1. It's all about the hands.
Just find a tool that works with them.

"Fast" is used as a marketing buzz word for "thin". Don't be fooled!

I do believe you just used Blink 182 and hard rock in the same sentence. It would seem you're rather confused.
I have a quote in my signature! And it makes fun of blink-182! I'm cool now!

by fast necks, most people are referring to ones with a thin profile that allows for easier access to the frets throughout.
