Can someone tell me what he is doing to get the harmonica sounds in this video

it sounds really cool, and i'd like to know how to make harmonicas like that where it looks like he is hitting the string with his finger

They're called harmonics, not harmonicas. I'm sure there are lessons somewhere online, look it up.

do you know how to make harmonics?
play with a finger over any string (without press) on the frets 5, 7 and 12 and you'll get harmonics
to get more harmonics you can press (ej: fret 2) and you can do the same harmonics in the 7, 9 and 14 frets
and stuff like that
then you could play Van Halen's Mean Street

3rd fret too, depending if you got a good guitar(not fender), good metal distortion will let u here it better...
