But he's warned fans not to expect "a paint-by-numbers thrash or metal record."
Anselmo wrote, recorded vocals and co-produced the work, and it'll be launched via his own label, Housecore Records.
Anselmo says: "It's an angry album that only I could do. I don't see anybody else out there screaming about the same shit Im screaming about."
"On this album there isn't any wordplay, there isn't any hidden message. It's all right there in front of you."
"Walk Through Exits Only" will be released under the band name Philip H. Anselmo & The Illegals. Eight tracks will appear on the disc with titles including "Battalion Of Zero" and "Usurper's Bastard Rant." The band are planning a North American tour during the summer.
The vocalist recently said he felt sorry for former Pantera bandmate Vinnie Paul, who's never attempted a reconciliation with him since the death of Dimebag in 2004.
"People should pity the guy," Anselmo said. "I wasn't there when Dime was murdered but he sure as f--k was. That's his flesh and blood, murdered right in front of him. The healing process would have been beneficial to him instead of his knee-jerk reaction to fear, and his therapy through tit-bars and whisky."
